Passports & Expatriates Affairs

The first department for passports was established in the beginning of fifties and was named as "Passports Division- Dairathul Jawazath". Its office was located in the building of the General Headquarter of Armed Forces with less than ten staff members and three offices for issuing visas and stamping residence permits for applicants from all nationalities. It had also another two branch offices located near by the Doha old port. This office was for issuing Qatari passports. In 1960, the Passports Division was shifted completely to a new building near by Old Doha port. This building was comprised of offices for Passports, Customs and Ports divisions in addition to ports health section. As the Divisions' volume of work increased, the office was shifted to another building at Al Bida area exclusively for the Division. Later it was again shifted to another building at Embassies Street. In the beginning of nineties the departments headquarter was shifted to the present building located at Al Gharrafa district. As the functions of the department got developed and its various sections was formed as a result of economical and constructional development and population growth in the state of Qatar, the first decree on the entry and residence of expatriates in Qatar was issued in 1961. In the year 1963 another decree was issued in this regard. The decree on Qatar nationality was issued in 1962 and later another decree on ID Cards was issued in the same year. In 1989, a ministerial decree on amending the organizational structure of the department and dividing it in to 5 departments was issued by the Minister of Interior. In 2001, another decree was issued by the Minister of State for Interior Affairs on re-organizing the organizational structure of the General Directorate of the Passports and distributing its functions and it was named as "General Directorate of Borders Passports and Expatriates Affairs".

Qatar General Electricity & Water Corportation(KAHRAMAA)

Traffic Department

Organizing traffic movements was started in Qatar from the date the people started using vehicles. The Law enforcement force of that time took the responsibility of controlling traffic movements in the Qatar where the numbers of vehicles were very less. The traffic law No. (17) was issued in the year 1968 to organize the traffic rules and disciplines in a time when the signs and features of development was witnessed in the country along with increase in the numbers of vehicles and driving licenses issued for people in addition to increment in population density. In the shades of developments and opulence seen commonly in all parts of the country which convoyed with growth of population, long roads, huge numbers of vehicles and rise in the numbers of foreign workers, lead to recruit a large number of police personnel to organize the traffic movement in the country and other experts to improve the traffic system in the state. When the traffic law No. (17) of 1968 didn’t comprise whole parts of traffic requirements that convoy with the cultural awakening of that time, The traffic law No.(10) for the year 1979 was issued. ICT Qatar

In recognition of the significant role of ICT in building a modern state with a robust knowledge-based economy in light of Qatar National Vision 2030, the Ministry of Information and Communications Technology (ictQATAR) was established within the new cabinet formation announced in June 2013 to be an extension of the Supreme Council of Information and Communication Technology that was established under Emiri Decree Law no. 36 of 2004. Emiri Decree No. 27 of 2014 on the Organizational Structure of the Ministry of Information and Communications Technology sets the organizational structure and functions of the Ministry. Specifically, the Ministry is responsible for a wide-ranging mandate that includes: overseeing and developing the information and communications technology sector to make it more vibrant, advanced, and secure to support a diversified economy and benefit all the people of Qatar; introducing ICT plans, policies, programs, projects and initiatives to foster a competitive environment that is conducive to investments; developing the next generation of infrastructure and then securing and enhancing the efficiency of that infrastructure; and driving innovation well into the future as a change agent for human, social, economic and environmental progress. The Ministry also performs a critical and far-reaching role in developing e-government programs and boosting capacity and digital literacy to foster a technology-friendly environment that introduces innovative approaches to how we communicate, live and work. Consequently, the Regulatory Authority, which had been part of the Ministry, was established as the independent Communications Regulatory Authority (CRA) by virtue of Emiri Decree No. 42 of 2014. The newly established CRA encourages and supports an open and competitive telecommunications market and ensures that consumer rights are protected. The CRA is also responsible for regulating the postal sector and access to digital media. The Ministry of Information and Communications Technology will continue to mobilize efforts to harness the power of ICT, bringing improvements to every aspect of life in Qatar and building a more thriving economy.

Qatar News Agency (QNA)

Qatar News Agency (QNA) was established in May 25th, 1975 by the Emiri Decree number 94 of the year 1975, to become the second Arab news agency dedicated to covering news in the Gulf Region and one of Qatar’s big achievements in the field of information. The agency witnessed quantitative and qualitative developments. It started with a transmission of half an hour a day, now its transmission extends to 24 hours a day. The Emiri Decision issued on 12 September, 2007 organizing the agency shows the keenness of the political leadership and its interest in rising media awareness and consolidating its professionalism in the country. The Agency is objective and impartial in its coverage of news. (QNA)’s presiding over of the Federation of Arab News Agencies (FANA) for two years contributed to consolidating the Arab media which became more developed thanks to the new technologies it uses. QNA is a member of the Arab News Agencies Union (ANAU) and of the League of the News Agencies of the Non-Alignment Movement.(QNA) is also a member of the World Association of Newspapers (WAN). It is accredited by (ANAU) to serve as a news dispatching center between these agencies and the South-East Asian and Pacific News Agencies Union.It is also an active member of the executive board of the Islamic News Agencies Union.

Qatar Central Bank

Established by the Government of Qatar in 2005, the Qatar Financial Centre (“QFC”) is an on-shore centre which has become an integral part of Qatar’s economy and rapid growth story and is fulfilling its mandate to help build a world-class financial and business environment in Qatar, providing a platform for domestic, regional and international growth. The QFC comprises four independent bodies: the QFC Authority; the QFC Regulatory Authority; the Civil and Commercial Court (First Instance and Appellate Divisions); and the Regulatory Tribunal. The QFC Authority is the commercial and strategic arm of the QFC; it is responsible for developing and ensuring compliance with the QFC regulations and rules comprising the QFC’s legal and tax environments; it is responsible for the administration of the Companies Registration, Employments Standards and Immigration Offices respectively; and it is also responsible for the licensing of all firms applying to conduct non-regulated permitted activities. The QFC continues to attract a broad range of leading regulated and non-regulated firms, both domestic and international. QFC-licensed firms benefit from an environment which operates to international standards, with a legal system based on English Common Law, regulation which is risk and principles-based and a competitive tax regime. Business can be carried out in or from the QFC, in local or foreign currency. Uniquely, this allows businesses to operate both locally and cross-border. Furthermore, the QFC allows 100% ownership by foreign companies and all profits can be remitted outside of Qatar.

Ministry of Interior

he rulers of the State of Qatar gave high priority for the mission of achieving public security and peace since the modern State of Qatar was established. The formation of police agency guaranteed maintenance of discipline and security, protection of lives and prestige of people and public and private properties as well. The first police agency formed in the State of Qatar was "Discipline Police" in 10/9/1949. This agency began its duties in 1949 at " Doha Police Section" which was located in the centre of "Souq Waqif ". The functions of this section comprised of providing security and protection for citizens, maintaining discipline by moving patrols, carrying out the mission of permanent guards at vital areas in the capital and organizing traffic movement. It also carried out all other police related duties like follow up of criminals, conducting investigations on criminal and traffic cases and referring the accused to the courts in addition to deporting the suspects if they deserve it. The Ministry of Interior was formed in 1970 according to the decree No. (5) for the year 1970 stipulating the functions of the ministries and other government organizations in the country. Ministry of Interior continued since that time its functions and missions providing peace and security and organizing police forces guaranteeing the protection of national security and maintaining safety and security of nationals and expatriates as well along with taking all necessary measures to prevent the happenings of crimes and disclosing the secrets of committed crimes in addition to taking care of nationality related affairs, issuing travel documents, organizing expatriates entry to the country and their residence and organizing the prison. The Ministry of Interior since that time has been investing fateful and continuous efforts through which it could to create a capable and advanced security agency that proved its ability in bearing the fidelity, achieving desired security and protection of the society. Convoying with the developments witnessed by the State of Qatar under the auspicious leadership of Emir H.H. Sheikh Tamim Bin Hamad Al Thani and Father Emir H.H. Sheikh Hamad Bin Khalifa Al Thani, The role of Ministry of Interior and its departments is getting bigger in the field of maintaining security and stability to meet with the requirements of comprehensive renaissance and development in the country. Within a short span of time, The Ministry of Interior has accomplished many achievements and victories as a result of its development and modernization planning that depend on providing technical and human resources needs through proper supply of devices and equipment and widening the scope of rendered services for the public according to the creative security strategic plans that comprise of requirements of the present and the future, working with the spirit of cooperation and initiatives and activating community partnership between police agencies and community members either it is represented by individual or organizations or establishments in order to realize the concept of joint responsibility in providing more security, safety and stability for the society.

Ministry Of Foreign Affairs

In 1969 the decree law No 11 for 1969 on the establishment of a department for foreign affairs was issued. In 1970 the sections of the department were set up by the decision No 8 for 1970. In 1971 a law to establish the ministry of foreign affairs in which the department of foreign affairs was to be incorporated was issued. It was followed by the issue of law No 26 in December 1971 on the diplomatic and consular corps system, and on designating the diplomatic missions to include embassies, commissions, consulates and the offices of the permanent delegation of the State of Qatar abroad. The laws organizing the ministry of foreign affairs, assigning its functions and outlining its organizational chart followed in succession. A law in 1976 and the law No 13 for 1993 were issued to organize the ministry of foreign affairs. In light of the developments taking place on the international arena, a new law was issued to define the functions of the ministry of foreign affairs as follows: Highlight the State of Qatar, its values and polices, while defending the country’s interests abroad. Draft and propose Qatar’s foreign policy to H.H. the Emir for approval. Propose foreign policy plans and work to implement them in coordination with concerned agencies in the state. Organizes the diplomatic and consular representation with Arab and foreign countries and regional and international organizations. Establish contacts and conduct talks in preparation to conclude the agreements and conventions; and take the required actions with regard to their conclusion, implementation and supervision. Protect and represent the interests of Qatar and its people abroad. Conduct contacts with the Qatari ministries and authorities, foreign governments and their diplomatic missions and the regional and international organizations.
