Qatar Central Bank

Established in August 1993, the Qatar Central Bank (QCB) has inherited the QMA monetary strategy of targeting the exchange rate. QCB kept adopting the policy of fixed exchange rate against the USD at the same rate of QR 3.64 per USD. In their December 2001 Summit, GCC leaders decided to adopt the USD as a common peg for the GCC national currencies as a step towards accomplishing the GCC monetary union with a united currency .

Public Works Authority (Ashghal)

The Public Works Authority 'Ashghal' was established in 2004 to be responsible for the planning, design, procurement, construction, delivery, and asset management of all infrastructure projects and public buildings in Qatar. Qatar Financial Centre Authority

Established by the Government of Qatar in 2005, the Qatar Financial Centre (“QFC”) is an on-shore centre which has become an integral part of Qatar’s economy and rapid growth story and is fulfilling its mandate to help build a world-class financial and business environment in Qatar, providing a platform for domestic, regional and international growth. The QFC comprises four independent bodies: the QFC Authority; the QFC Regulatory Authority; the Civil and Commercial Court (First Instance and Appellate Divisions); and the Regulatory Tribunal. The QFC Authority is the commercial and strategic arm of the QFC; it is responsible for developing and ensuring compliance with the QFC regulations and rules comprising the QFC’s legal and tax environments; it is responsible for the administration of the Companies Registration, Employments Standards and Immigration Offices respectively; and it is also responsible for the licensing of all firms applying to conduct non-regulated permitted activities. The QFC continues to attract a broad range of leading regulated and non-regulated firms, both domestic and international. QFC-licensed firms benefit from an environment which operates to international standards, with a legal system based on English Common Law, regulation which is risk and principles-based and a competitive tax regime. Business can be carried out in or from the QFC, in local or foreign currency. Uniquely, this allows businesses to operate both locally and cross-border. Furthermore, the QFC allows 100% ownership by foreign companies and all profits can be remitted outside of Qatar.

Qatar Financial Markets Authority

Qatar Financial Markets Authority (QFMA) was established under Law No. 33 of 2005 as an independent regulatory authority to supervise the financial markets and firms that are authorized to conduct activities related to securities in or from the State of Qatar, and empowered to exercise regulatory oversight and enforcement over the capital markets. Recently, the QFMA new law No. 8 of 2012 has been issued to give the QFMA wider responsibilities and obligations to supervise and monitor the securities industry in the state of Qatar and increase the scope of international cooperation. Zakat Fund

The Zakat Fund is a national charity dedicated to helping the needy through the proper collection, management and distribution of Zakat. As one of the Five Pillars of Islam, Zakat plays an important role in Qatari society. It is a source of blessing for the community that connects the rich with the poor. Zakat also serves as a reminder that all things, including wealth, belong to Allah. To help the people of Qatar manage their donations, the government established the Zakat Fund in 1994. It now operates as a department under the Ministry of Endowments and Islamic Affairs, with collection boxes and offices scattered throughout the country.

Communications Regulatory Authority

National Human Rights Committee

In light of the evolution underway in the state of Qatar, priority has been given to promotion and consolidation of state of law, rights, freedoms and institutions; In this regard, the NHRC was established in accordance with Decree Law No. (38) for the year 2002. The NHRC was re-organized in accordance with Decree law no. (17) for the year 2010, thereby consolidating NHRC independence as a permanent official body headquartered in the city of Doha with a separate legal personality and an independent budget; this Decree also specified the objectives and mandates of the NHRC . At the international level, the NHRC was accredited A status by the International Coordinating Committee of National Human Rights Institutions for the Protection and Promotion of Human Rights (ICC) which is a representative body of national human rights institutions drawn from all regions of the world; the NHRC is also a member in the Sub-Committee on Accreditation (SCA) of the International Coordinating Committee (ICC) which is responsible for the accreditation and classification of national Committees all over the world. The NHRC is entitled to participate in the ICC and in its regional sub-group, the Asia Pacific Forum as of March 2012 for a period of 3 years.

Qatar Chamber

AMIRI DIWAN

The former Amiri Diwan was known as the Citadel of Bida'a, originally a fortress built in the 18th century and fortified by watchtowers. During the Ottoman period (1871-1915) it was called the Army Fort. After the Ottomans departed under the reign of Sheikh Abdullah bin Jassim, Later to become the seat of the rulers of Qatar, known as the Doha Palace as well as the castle elders. In 1971, after the termination of the Anglo-Qatari treaty of 1916, the title of the ruler of the State of Qatar was changed to Amir, and the castle became known as the Amiri Diwan. In the early 1980s, a new building was built for the Amiri Diwan next to the old palace. The administrative work started in 1989 and includes the Office of the Amir, the Office of His Highness the Deputy Emir and the Office of His Excellency the Prime Minister.

Qatar News Agency (QNA)

Qatar News Agency (QNA) was established in May 25th, 1975 by the Emiri Decree number 94 of the year 1975, to become the second Arab news agency dedicated to covering news in the Gulf Region and one of Qatar’s big achievements in the field of information. The agency witnessed quantitative and qualitative developments. It started with a transmission of half an hour a day, now its transmission extends to 24 hours a day. The Emiri Decision issued on 12 September, 2007 organizing the agency shows the keenness of the political leadership and its interest in rising media awareness and consolidating its professionalism in the country. The Agency is objective and impartial in its coverage of news. (QNA)’s presiding over of the Federation of Arab News Agencies (FANA) for two years contributed to consolidating the Arab media which became more developed thanks to the new technologies it uses. QNA is a member of the Arab News Agencies Union (ANAU) and of the League of the News Agencies of the Non-Alignment Movement.(QNA) is also a member of the World Association of Newspapers (WAN). It is accredited by (ANAU) to serve as a news dispatching center between these agencies and the South-East Asian and Pacific News Agencies Union.It is also an active member of the executive board of the Islamic News Agencies Union.

Qatar Ports Management Company

Further to the completion of the Final Phase of Hamad Port and the relocation of all commercial operations from Doha Port, the latter will be redeveloped into a fully-fledged cruise and leisure yacht terminal facility. ​

Qatar General Electricity & Water Corportation(KAHRAMAA)

Ministry of Municipality & Urban Planning (Baladiya)

The Ministry contributes through its departments, municipalities and centers in the overall progress and comprehensive development undergoing by the State of Qatar under the enlightened wise leadership of His Highness Sheikh Hamad Bin Khalifa Al Thani, The Emir and the Crown Prince his Highness Sheikh Tamim Bin Hamad Al Thani and under the directives of the Prime Minister, the Minister of Foreign Affairs His Excellency Sheikh Hamad Bin Jassim Bin Jabr Al Thani. The Ministry offers many services to the citizens and residents in the field of municipal services which include maintenance of local roads, general public cleaning, pest control, food control in terms of its sale locations, its storage and exchange, monitoring of markets and retail outlets, issuing of building permits and advertisement permits, issuing of commercial licenses. Additionally, these services include management of public parks and promenades, plantation of trees and promoting greenery all over the state of Qatar and provide advice and consultations to the public with about the rehabilitation and maintenance of their gardens. Under the directives of His Excellency Sheikh Abdul Rahman Bin Khlifa Bin Abdul Aziz Al Thani, the Minister of Municipal Affairs and Urban Planning, the Ministry strives to extend the provision of electronic services to the public to all its services, in its drive to reach its objective of a paperless electronic government in the State of Qatar. The establishment of the first Municipal Affairs Ministry in Qatar goes back to the year 1972 through a decree of Law No. 24 which set the duties of the Ministry and its Departments. These duties were amended in 1990 after the cancellation of the Ministry of Industry and Agriculture by delegating the duties and functions of this Ministry that were related to agricultural affairs to the Ministry of the Municipal Affairs which became the Ministry of Municipal Affairs and Agriculture. More duties were added to this Minsitry when it was merged with the Ministry of Public Works in 1993 by decreeing Law Number (20) for the organizing The Ministry of Municipal Affairs and Agriculture and outlining its duties to include the duties of the functions of public works. In 2004, Law Number (1) was decreed to establish the Public Works Authority and in the same year Law Number (15) was also decreed to establish the Urban Planning and Development Authority. Therefore, the duties of the Ministry were confined to the municipal affairs and agriculture through the provisions of Law Number (23) decreed in 2005.
